Label Halal–Nonhalal Adalah Perlindungan Konsumen, Bukan Instrumen Pembentukan Moral

Klungkung – Manggala Madya Pasikian Pecalang Majelis Desa Adat (MDA) Kabupaten Klungkung, Putu Yudhi Pasek Kusuma, menilai kebijakan kewajiban pencantuman label halal dan nonhalal oleh Badan Penyelenggara Jaminan Produk Halal (BPJPH) harus ditempatkan secara proporsional sebagai bagian dari perlindungan konsumen, bukan sebagai instrumen pembinaan moral publik.
Pernyataan tersebut disampaikan Yudhi menanggapi penegasan Kepala BPJPH, Haikal Hassan, bahwa produk nonhalal tetap boleh beredar sepanjang mencantumkan keterangan secara jelas pada kemasan.
Menurut Yudhi, kebijakan tersebut pada dasarnya mengatur transparansi pasar agar masyarakat memperoleh informasi yang benar mengenai produk yang dikonsumsi.
“Ini kebijakan administratif dalam kerangka perlindungan konsumen. Tujuannya agar masyarakat bisa mengenali dan memilih produk sesuai keyakinannya,” ujarnya.
Namun demikian, ia mengingatkan agar kebijakan tersebut tidak dipersepsikan sebagai jaminan meningkatnya moralitas masyarakat. Ia menegaskan, label pada kemasan tidak serta-merta membentuk karakter, kejujuran, empati, maupun tanggung jawab sosial seseorang.
“Yang diatur negara dalam hal ini adalah mekanisme pasar dan informasi produk, bukan batin manusia. Moral tidak lahir dari simbol atau stiker, tetapi dari pendidikan nilai, keteladanan, dan rasa keadilan yang nyata di tengah masyarakat,” tegasnya.
Yudhi juga menyoroti potensi pergeseran makna jika simbol keagamaan terlalu jauh dilembagakan dalam ranah administratif. Menurutnya, terdapat risiko ketika kesadaran etis berganti menjadi sekadar kepatuhan prosedural.

“Jangan sampai orang merasa sudah benar hanya karena membeli produk berlabel, sementara praktik ketidakjujuran, penyalahgunaan jabatan, atau kerusakan lingkungan tetap berlangsung. Moral tidak berhenti pada urusan kemasan,” katanya.
Ia menambahkan, dalam tradisi kehidupan masyarakat Bali, etika dibangun melalui ajaran tatwa, susila, serta laku hidup sehari-hari seperti ngayah, tanggung jawab sosial, dan rasa malu berbuat salah. Nilai-nilai tersebut, menurutnya, menjadi fondasi pembentukan karakter yang lebih substantif dibanding simbol formal.
Meski demikian, Yudhi menegaskan bahwa kebijakan pencantuman label halal–nonhalal tetap penting sebagai bentuk kepastian informasi bagi konsumen. Hanya saja, ia mengingatkan agar tidak menaruh ekspektasi berlebihan terhadap kebijakan tersebut dalam konteks pembinaan moral bangsa.
“Jika negara ingin memperkuat moral publik, yang paling menentukan adalah keteladanan pemimpin, penegakan hukum yang tegas terhadap korupsi, keberpihakan kepada masyarakat kecil, serta keadilan yang dirasakan secara nyata,” tandasnya.
Sebelumnya, BPJPH menegaskan bahwa produk nonhalal tetap dapat dipasarkan di Indonesia dengan syarat mencantumkan keterangan nonhalal secara jelas dan mudah terlihat oleh konsumen.
Kebijakan tersebut merupakan bagian dari implementasi regulasi jaminan produk halal yang bertujuan memberikan kepastian dan perlindungan bagi masyarakat.
