Jika Gedung Setinggi 45 Meter Berdiri di Bali, Apa yang Akan Terjadi?

DENPASAR – Wacana pembangunan gedung komersial dengan ketinggian hingga 45 meter di Bali kembali memantik perdebatan. Di tengah kebutuhan investasi dan pembangunan ekonomi, muncul pertanyaan mendasar yang tidak bisa diabaikan: apakah Pulau Bali memiliki daya dukung yang cukup untuk menanggung konsekuensi dari pembangunan berskala raksasa tersebut?

Ketua Umum Paiketan Krama Bali, Dr. Ir. I Wayan Jondra, M.Si., mencoba menjawab pertanyaan itu melalui sebuah simulasi teknis. Hasilnya menghadirkan gambaran yang mengejutkan.

Menurut Jondra, jika gedung setinggi 45 meter dibangun di atas 10 persen lahan reklamasi Pulau Serangan yang luasnya sekitar 435 hektare, maka luas tapak bangunan akan mencapai sekitar 43,5 hektare atau setara 435.000 meter persegi.

Dengan asumsi tinggi setiap lantai sekitar 3,5 meter, bangunan tersebut dapat memiliki sekitar 13 lantai. Artinya, total luas lantai yang tercipta mencapai sekitar 5,65 juta meter persegi.

“Ini bukan lagi skala sebuah gedung biasa. Secara fungsional dampaknya setara dengan sebuah kota baru,” ujar Jondra.

Setengah Juta Orang dalam Satu Kompleks

Jika digunakan sebagai kawasan komersial campuran yang terdiri atas pusat perbelanjaan, perkantoran, hotel, dan fasilitas pendukung lainnya, kompleks tersebut diperkirakan mampu menampung sekitar 471.250 orang pada saat bersamaan.

Jumlah itu mendekati setengah juta orang, atau setara populasi sebuah kota menengah di Indonesia.

Besarnya aktivitas manusia di dalam kawasan itu otomatis memunculkan kebutuhan infrastruktur yang sangat besar, mulai dari listrik, air bersih, pengelolaan limbah, transportasi, hingga pengolahan sampah.

Kebutuhan Listrik Setara Tiga Kali PLTG Pesanggaran

Dalam simulasi yang dilakukan, kebutuhan listrik bangunan diperkirakan mencapai 565 megawatt (MW).

Sebagai perbandingan, angka tersebut hampir tiga kali lipat kapasitas Pembangkit Listrik Tenaga Gas (PLTG) Pesanggaran yang memiliki daya sekitar 200 MW.

Kebutuhan energi itu bahkan belum memasukkan fasilitas tambahan seperti instalasi pengolahan limbah, pengolahan air bersih, maupun sistem pendukung lainnya.

Selain itu, untuk menjaga kenyamanan bangunan di iklim tropis Bali, kebutuhan pendinginan atau air conditioning (AC) diperkirakan mencapai sekitar 240.000 ton refrigerasi (TR), angka yang menunjukkan besarnya konsumsi energi yang harus disediakan.

Air Bersih, Dari Mana Sumbernya?

Persoalan lain yang menjadi perhatian adalah kebutuhan air bersih.

Dengan asumsi konsumsi rata-rata 200 liter per orang per hari, kawasan tersebut membutuhkan sekitar 94.250 meter kubik air setiap hari.

Jika dikonversi menjadi debit aliran, maka diperlukan pasokan air sekitar 1.090 liter per detik secara terus-menerus.

Menurut Jondra, angka tersebut memunculkan pertanyaan serius mengenai sumber pasokan air.

“Airnya dari mana? Apakah dari Danau Batur atau Danau Beratan? Apakah sumber air yang ada mampu memasok kebutuhan sebesar itu?” ujarnya.

Limbah Setara Dua Kali Kapasitas IPAL Suwung

Bersamaan dengan meningkatnya kebutuhan air bersih, volume limbah cair yang dihasilkan juga sangat besar.

Dengan asumsi 85 persen air yang digunakan berubah menjadi limbah, maka kawasan itu berpotensi menghasilkan sekitar 80.112 meter kubik air limbah setiap hari.

Volume tersebut bahkan melebihi kapasitas Instalasi Pengolahan Air Limbah (IPAL) Suwung yang saat ini dirancang sekitar 51.000 meter kubik per hari.

Artinya, dibutuhkan fasilitas pengolahan limbah setara dua kali kapasitas IPAL Suwung hanya untuk melayani satu kawasan pembangunan tersebut.

Emisi Karbon dan Kebutuhan Hutan Penyerap

Dari sisi lingkungan, simulasi menunjukkan potensi emisi karbon yang sangat besar.

Konsumsi listrik dan aktivitas manusia di kawasan tersebut diperkirakan menghasilkan sekitar 4,64 juta ton karbon dioksida (CO₂) setiap tahun.

Jika menggunakan asumsi kemampuan serapan hutan tropis sebesar 10 ton CO₂ per hektare per tahun, maka diperlukan sekitar 415.000 hektare hutan untuk menyerap emisi tersebut.

Luas itu setara sekitar 4.150 kilometer persegi atau mendekati 80 persen luas daratan Pulau Bali yang mencapai sekitar 5.590 kilometer persegi.

“Ini menunjukkan betapa besarnya jejak lingkungan yang harus diperhitungkan,” kata Jondra.

Sampah Hampir 500 Ton per Hari

Masalah lain yang tidak kalah penting adalah pengelolaan sampah.

Dengan asumsi setiap orang menghasilkan satu kilogram sampah per hari, maka timbulan sampah dari kawasan tersebut diperkirakan mencapai 471 ton per hari.

Jumlah itu setara dengan beban harian yang harus ditangani oleh sistem pengelolaan sampah yang saat ini masih menjadi tantangan besar bagi Bali.

Pertanyaan yang kemudian muncul adalah ke mana sampah sebanyak itu akan dibuang dan bagaimana sistem pengolahannya disiapkan.

Perlu Kajian Daya Dukung Bali

Jondra menegaskan bahwa seluruh angka tersebut masih merupakan simulasi awal berbasis asumsi teknis dan perlu diverifikasi melalui kajian yang lebih mendalam oleh berbagai disiplin ilmu.

Namun demikian, simulasi tersebut memberikan gambaran bahwa pembangunan gedung tinggi di Bali tidak dapat dilihat semata-mata dari sisi investasi atau estetika pembangunan.

Menurutnya, analisis daya dukung dan daya tampung lingkungan harus menjadi dasar utama sebelum keputusan pembangunan diambil.

“Ini baru dari aspek teknis. Belum menyentuh dampak kependudukan, keamanan, sosial, budaya, dan agama yang juga sangat penting bagi Bali,” tegasnya.

Karena itu, setiap wacana pembangunan gedung komersial setinggi 45 meter di Bali, baik di kawasan Pulau Serangan maupun lokasi lain, memerlukan kajian yang komprehensif, transparan, dan melibatkan berbagai pihak agar pembangunan yang dilakukan tidak justru menjadi beban bagi masa depan Pulau Dewata.
