Dalam Keputusan Kelayakan Lingkungan Hidup (SKKL) Nomor 2832 Tahun 2025 yang diterbitkan Menteri Lingkungan Hidup pada 31 Oktober 2025, secara eksplisit disebutkan salah satu dampak yang wajib dikelola adalah
Surat Keputusan Kelayakan Lingkungan Hidup (SKKL) Nomor 2832 Tahun 2025.
Terganggunya vegetasi mangrove dari kegiatan penggelaran pipa bawah laut.
Kalimat itu bukan tafsir, bukan asumsi, melainkan pengakuan resmi dalam dokumen negara. Artinya, kerusakan atau gangguan terhadap mangrove bukan lagi kekhawatiran publik semata. Ia sudah menjadi bagian dari desain risiko proyek.
Pipa bawah laut tersebut dirancang untuk menyalurkan gas dari fasilitas penyimpanan dan regasifikasi LNG menuju pembangkit listrik di daratan. Metode instalasinya pun bukan tanpa konsekuensi. Dokumen menyebut penggunaan teknik trenching, jetting, dan rock – trenching, serangkaian metode yang melibatkan pengerukan dasar laut untuk menanam pipa.
Metode ini dikenal memiliki potensi gangguan lebih besar dibandingkan pendekatan seperti Horizontal Directional Drilling (HDD), yang lazim digunakan untuk meminimalkan kerusakan di wilayah pesisir dan vegetasi permukaan.
Jika pipa itu harus mendarat di daratan, maka jalur menuju titik pendaratan menjadi krusial. Di sinilah fakta lapangan dan dokumen mulai saling mengunci.
Di tengah kawasan mangrove yang seharusnya terlindungi, publik telah lebih dulu melihat perubahan fisik. Jalur panjang terbuka membelah vegetasi, dengan akses mencapai sekitar 1,5 kilometer dari pintu masuk hingga pesisir.
Penjelasan resmi menyebutnya sebagai akses kegiatan adat dan monitoring lingkungan.
Anggota DPRD Kota Denpasar, Suadi, menyatakan akses tersebut mempermudah pemantauan. Narasi ini kemudian menjadi jawaban utama pemerintah daerah terhadap sorotan publik.
Namun di saat yang sama, informasi lain mengemuka. Kepala UPTD Tahura Ngurah Rai mengungkap adanya pemanfaatan lahan sekitar 1,7 hektare yang berkaitan dengan jalur pipa. Angka ini sejalan dengan pernyataan Ketua GASOS Bali, Lanang Sudira, terkait kebutuhan lahan proyek LNG di pesisir Bali Selatan.
Di level kebijakan, arah proyek pun sudah ditegaskan. Gubernur Bali Wayan Koster memastikan pembangunan terminal LNG Sidakarya tetap berjalan. Lokasinya disebut berada sekitar 3,5 kilometer dari daratan, dengan pembangunan difokuskan di laut dan tanpa kendala regulasi.
Pernyataan itu menutup satu hal, proyek ini bukan lagi wacana. Ia sudah menjadi keputusan politik pembangunan energi.
Masalahnya, publik tidak pernah mendapatkan penjelasan utuh tentang keterkaitan tiga fakta yang kini berdiri berdampingan: koridor mangrove yang sudah terbuka, rencana jalur pipa bawah laut dalam dokumen resmi, dan proyek FSRU LNG yang dipastikan berjalan.
Ketiadaan penjelasan ini menciptakan ruang gelap yang justru diisi oleh fakta-fakta yang semakin terang.
Dokumen resmi telah mengafirmasi bahwa gangguan terhadap mangrove adalah konsekuensi yang sudah diperhitungkan. Sementara di lapangan, jejak gangguan itu sudah terlihat.
Pertanyaannya kini bukan lagi apakah mangrove akan terdampak. Pertanyaan yang lebih tajam dan tak bisa dihindari adalah: seberapa jauh kerusakan itu sudah dimulai dan seberapa besar yang akan menyusul.
Ketika risiko sudah ditulis di atas kertas, dan bentang alam sudah mulai berubah di lapangan, maka yang tersisa bukan lagi perdebatan. Melainkan pertanggungjawaban.
