DENPASAR — Ketimpangan upah minimum antara Bali dan Jakarta kian mencolok dalam satu dekade terakhir. Jika pada tahun 2010 Upah Minimum Kabupaten/Kota (UMK) di Bali berada di kisaran Rp1,11 juta, hampir setara dengan Upah Minimum Provinsi (UMP) Jakarta sebesar Rp1,18 juta, kini jurangnya melebar signifikan.
Data terbaru menunjukkan UMP Bali berada di angka sekitar Rp3,2 juta, sementara UMP Jakarta telah menembus Rp5,7 juta. Selisih lebih dari Rp2,5 juta ini memicu kritik tajam dari berbagai kalangan, terutama aktivis sosial dan ekonomi kerakyatan.
Sekretaris Advokasi Rakyat untuk Nusantara Bali, Anak Agung Gede Aryawan atau yang akrab disapa Gung De, menilai kondisi ini sebagai bentuk ketimpangan struktural yang tidak sejalan dengan realitas ekonomi Bali saat ini.
“Bali ini bukan daerah miskin. Kita punya industri pariwisata kelas dunia, hotel-hotel jaringan internasional, okupansi tinggi sebelum pandemi, bahkan harga properti dan biaya hidup terus naik. Tapi kenapa upah pekerjanya tertinggal jauh?” tegas Gung De.

Bali dikenal sebagai destinasi wisata global dengan ratusan hotel berbintang, termasuk jaringan internasional yang setara dengan standar Singapura, Dubai, hingga Eropa. Kawasan seperti Nusa Dua, Seminyak, dan Ubud dipenuhi hotel mewah, vila eksklusif, hingga beach club berkelas dunia.
Namun ironisnya, menurut berbagai laporan ekonomi dan ketenagakerjaan, pertumbuhan sektor pariwisata tidak berbanding lurus dengan peningkatan kesejahteraan tenaga kerja lokal.
Gung De menilai, dominasi investasi besar dan kepentingan korporasi global di Bali justru tidak diimbangi dengan keberpihakan kebijakan terhadap pekerja.
“Yang menikmati kue ekonomi itu siapa? Investor besar, jaringan hotel internasional. Sementara pekerja lokal masih bergulat dengan upah minimum yang bahkan belum mencerminkan biaya hidup riil di Bali,” ujarnya.
Biaya Hidup Bali Disebut Sudah Mendekati Kota Besar Dunia
Sejumlah riset biaya hidup menunjukkan bahwa harga kebutuhan pokok, sewa tempat tinggal, hingga gaya hidup di Bali, terutama di kawasan pariwisata, mengalami lonjakan signifikan dalam beberapa tahun terakhir. Bahkan di beberapa area, biaya hidup disebut sudah mendekati kota-kota besar internasional.
Kondisi ini memperparah tekanan ekonomi bagi pekerja sektor pariwisata, UMKM, hingga pekerja informal.
Kritik Kepemimpinan dan Kebijakan Upah
Gung De secara tegas menyebut bahwa ketimpangan ini tidak bisa dilepaskan dari arah kebijakan dan keberpihakan pemimpin daerah.
“Kalau benar berpihak pada wong cilik, mestinya ada keberanian untuk mendorong UMP yang lebih adil. Tahun 2010 saja kita bisa hampir setara Jakarta. Kenapa sekarang justru makin tertinggal?” kritiknya.
Ia juga menyoroti lemahnya posisi tawar pekerja di Bali serta minimnya tekanan terhadap pelaku industri besar untuk meningkatkan standar kesejahteraan tenaga kerja.

ARUN Bali mendorong evaluasi menyeluruh terhadap formula penetapan upah minimum di Bali, termasuk mempertimbangkan:
