Ajik ARUN Bali Dukung MBG Dilanjutkan, Desak Evaluasi Menyeluruh dan Pidanakan Oknum Curang

DENPASAR – Program Makan Bergizi Gratis (MBG) dinilai sebagai kebijakan strategis untuk meningkatkan kualitas gizi anak sekaligus menekan angka stunting di Indonesia. Namun, pelaksanaannya harus terus dievaluasi dan diawasi secara ketat agar tepat sasaran serta bebas dari praktik penyimpangan anggaran.

Hal tersebut disampaikan Sekretaris ARUN Bali (Advokasi Rakyat Untuk Nusantara), Anak Agung Gde Agung Aryawan atau yang akrab disapa GungDe, saat memberikan tanggapan terkait pelaksanaan Program MBG yang saat ini menjadi salah satu program prioritas nasional.

Menurut GungDe, kritik terhadap program pemerintah merupakan hal yang wajar dalam negara demokrasi. Namun kritik seharusnya diarahkan pada evaluasi kebijakan dan pelaksanaan program, bukan berubah menjadi hujatan yang menyerang pribadi pemimpin.

“Dalam sistem demokrasi, kritik itu sehat dan diperlukan sebagai bentuk pengawasan publik. Tetapi kritik harus berbasis data dan fakta. Yang dikritisi adalah kebijakan atau pelaksanaannya, bukan menyerang pribadi seseorang,” tegasnya.

Ia menilai konsep MBG bukanlah sesuatu yang baru karena telah diterapkan di berbagai negara dengan hasil yang positif. Program serupa, kata dia, telah berjalan di India melalui Mid-Day Meal, di Brasil melalui Program Nasional Pangan Sekolah (PNAE), maupun di Jepang melalui program makan siang sekolah atau Kyushoku.

“Tujuannya sama, yaitu meningkatkan kualitas gizi anak, mencegah stunting, serta membantu meningkatkan konsentrasi dan prestasi belajar siswa. Karena itu secara konsep MBG sudah berada di jalur yang benar dan layak dilanjutkan,” ujarnya.

Meski demikian, GungDe menegaskan pemerintah tetap harus melakukan evaluasi secara berkala, terutama terkait transparansi penggunaan anggaran, ketepatan sasaran penerima manfaat, serta efektivitas distribusi di lapangan.

“Program ini harus dipastikan benar-benar sampai kepada anak-anak yang membutuhkan. Jangan sampai ada kebocoran anggaran atau distribusi yang tidak tepat sasaran,” katanya.

Lebih jauh, ARUN Bali menyoroti pentingnya penegakan hukum terhadap pihak-pihak yang terbukti melakukan penyimpangan dalam pelaksanaan program tersebut.

Menurutnya, program yang baik sekalipun dapat kehilangan manfaat jika dirusak oleh praktik korupsi, mark up pengadaan, atau penyalahgunaan anggaran oleh oknum tertentu.

“Kalau ada oknum yang bermain dalam anggaran, pengadaan, atau distribusi, harus diproses hukum tanpa pandang bulu. Tidak peduli apakah itu ASN, vendor, maupun pejabat. Jika ada bukti, hukum harus ditegakkan. Itu yang akan membangun kembali kepercayaan publik,” tegasnya.

Di tingkat daerah, GungDe menilai pelaksanaan MBG di Kota Denpasar masih perlu ditingkatkan. Pasalnya, masih terdapat sekolah-sekolah yang belum sepenuhnya merasakan manfaat program tersebut.

Ia juga menyoroti masih adanya kasus stunting di Kota Denpasar yang selama ini ditangani melalui bantuan sembako dari pemerintah daerah.

Menurutnya, bantuan sembako yang bersifat sementara sebaiknya mulai diarahkan ke pola pemenuhan gizi yang lebih berkelanjutan melalui Program Makan Bergizi Gratis.

“Kalau MBG bisa berjalan konsisten dan menjangkau lebih banyak anak, manfaatnya akan jauh lebih besar dibanding bantuan yang sifatnya sesaat. Anak-anak mendapatkan asupan gizi yang terukur dan berkelanjutan,” ujarnya.

Selain meningkatkan kualitas kesehatan, program tersebut juga dinilai memiliki dampak sosial dan edukatif. Melalui kebiasaan makan bersama dengan menu yang sama, anak-anak dapat terdorong untuk lebih mengenal dan mengonsumsi makanan bergizi seperti buah dan sayuran.

“Anak-anak akan lebih termotivasi untuk makan makanan sehat ketika dilakukan bersama-sama. Ini bukan hanya soal mengenyangkan perut, tetapi juga membangun kebiasaan hidup sehat sejak dini untuk menciptakan generasi yang lebih berkualitas di masa depan,” pungkasnya.

ARUN Bali menegaskan dukungannya terhadap keberlanjutan Program Makan Bergizi Gratis, namun meminta pemerintah pusat maupun daerah untuk terus melakukan evaluasi, memperluas jangkauan penerima manfaat, serta menindak tegas setiap bentuk penyimpangan yang berpotensi merugikan masyarakat dan masa depan anak-anak Indonesia.
