Ichsanuddin: Jangan Membangkang Presiden, Bandara Bali Utara Harus Jalan

JAKARTA – Ekonom senior Prof. Dr. H. Ichsanuddin Noorsy melontarkan kritik keras terhadap polemik pembangunan Bandara Internasional Bali Utara. Menurutnya, persoalan tersebut bukan lagi sekadar perdebatan teknis mengenai lokasi pembangunan, melainkan menyangkut konsistensi pelaksanaan kebijakan Presiden serta kepastian hukum bagi investasi strategis nasional.
Ichsanuddin menyoroti munculnya kesimpulan dalam rapat teknis yang mengarahkan pembangunan bandara di Bali Utara ke Bandara Khusus Letkol Wisnu di Desa Sumberkima, Kecamatan Gerokgak, Kabupaten Buleleng, sekaligus menyebut opsi pembangunan bandara di Kubutambahan telah ditutup.
Menurutnya, kesimpulan tersebut justru bertolak belakang dengan dokumen resmi pemerintah, yakni Peraturan Presiden Nomor 12 Tahun 2025 tentang RPJMN 2025–2029.
Ia menjelaskan, pada Lampiran IV halaman 129 Perpres tersebut secara jelas tercantum rencana pembangunan jalan tol dengan trase Singapadu–Ubud–Gianyar–Bangli–Kintamani–Bandara Internasional Bali Baru/Bali Utara–Singaraja.
“Redaksinya menunjukkan arah pembangunan menuju Bandara Internasional Bali Baru/Bali Utara. Bukan trase Kintamani–Singaraja–Bandara Letkol Wisnu yang berada di Bali Barat,” tegas Ichsanuddin.
Karena itu, ia mempertanyakan dasar munculnya pernyataan bahwa pembangunan Bandara Internasional Bali Utara di Kubutambahan telah ditutup.
Menurut Ichsanuddin, apabila benar terdapat kebijakan yang mengubah arah pembangunan sebagaimana telah ditetapkan dalam RPJMN, maka persoalan tersebut tidak lagi bersifat administratif.
“Dalam pandangan saya, apabila benar terdapat langkah yang mengubah arah program sebagaimana tertuang dalam RPJMN, maka itu bukan sekadar perbedaan administratif, tetapi merupakan bentuk pembangkangan terhadap kebijakan Presiden. Ini menjadi contoh buruk bagi kepastian hukum investasi,” ujarnya.
Ia menegaskan seluruh kementerian maupun pemerintah daerah wajib menjalankan program sesuai arah kebijakan pemerintah pusat yang telah memiliki dasar hukum melalui Peraturan Presiden.
Selain menyangkut pembangunan infrastruktur, Ichsanuddin menilai polemik tersebut juga berpotensi menghambat pemerataan ekonomi Bali Utara dan mengganggu kepercayaan investor terhadap pemerintah.
Menurutnya, perubahan arah kebijakan dapat memengaruhi komitmen investasi yang nilainya disebut mencapai sekitar Rp50 triliun.
“Segera hentikan bentuk perlawanan terhadap otoritas negara dan pelecehan terhadap kepastian investasi,” katanya.
Ichsanuddin juga meminta Presiden Prabowo Subianto memastikan seluruh kementerian dan pemerintah daerah tetap berpedoman pada Perpres Nomor 12 Tahun 2025 dalam melaksanakan program strategis nasional.
Menurutnya, efektivitas pemerintahan hanya dapat diwujudkan apabila seluruh jajaran birokrasi bergerak searah dengan kebijakan Presiden sebagai kepala pemerintahan.
Para Penglingsir dan PT BIBU Panji Sakti terus mengingatkan komitmen pembangunan Bandara Internasional Bali Utara karena pada 13 Februari 2024, sehari sebelum pencoblosan, mereka diterima calon Presiden yang saat itu menjabat Menteri Pertahanan. Dalam pertemuan tersebut disampaikan komitmen membangun Bandara Internasional Bali Utara apabila memperoleh mandat memimpin Indonesia. Kini, mereka berharap komitmen itu segera direalisasikan demi pemerataan pembangunan dan kemajuan Bali Utara.
Penglingsir Ingatkan Janji Presiden
Di sisi lain, para Penglingsir bersama PT BIBU Panji Sakti kembali mengingatkan komitmen pembangunan Bandara Internasional Bali Utara yang disampaikan Presiden Prabowo Subianto sebelum Pemilu 2024.
Pada 13 Februari 2024, sehari sebelum pencoblosan, sebanyak 13 Penglingsir bersama PT BIBU Panji Sakti diterima calon Presiden yang saat itu masih menjabat sebagai Menteri Pertahanan.
Dalam pertemuan tersebut, disampaikan komitmen pembangunan Bandara Internasional Bali Utara apabila memperoleh mandat memimpin Indonesia.
Kini, para Penglingsir dan PT BIBU Panji Sakti berharap komitmen tersebut segera diwujudkan sebagai bagian dari pemerataan pembangunan, pertumbuhan ekonomi, serta kemajuan kawasan Bali Utara.
Mereka menilai realisasi proyek tersebut akan menjadi bukti konsistensi pemerintah dalam menjalankan janji politik sekaligus menjaga kepercayaan investor terhadap program strategis nasional.
