Prabowo Buka Ruang Reformasi Polri, Abraham Samad: Tak Ada yang Mustahil Termasuk Opsi di Bawah Kementerian

Jakarta – Presiden Republik Indonesia Prabowo Subianto disebut menunjukkan sikap terbuka terhadap berbagai masukan publik terkait reformasi Kepolisian Negara Republik Indonesia (Polri), termasuk kemungkinan penataan ulang struktur kelembagaannya. Sikap tersebut terungkap dalam pertemuan Presiden dengan sejumlah tokoh nasional, sebagaimana disampaikan mantan Ketua Komisi Pemberantasan Korupsi (KPK) Abraham Samad.
Abraham Samad mengungkapkan bahwa dalam forum tersebut Presiden Prabowo secara eksplisit menyatakan tidak menutup ruang diskusi atas berbagai opsi reformasi kepolisian. Bahkan, menurut Abraham, Presiden menyampaikan bahwa “tidak ada yang mustahil” apabila suatu saat negara menilai Polri perlu ditempatkan di bawah sebuah kementerian demi efektivitas dan akuntabilitas kelembagaan.
“Presiden menyampaikan keterbukaan terhadap masukan. Tidak ada yang tabu untuk dibicarakan, termasuk kemungkinan penataan ulang posisi kelembagaan Polri, jika itu dinilai lebih baik bagi negara,” ujar Abraham Samad kepada media usai pertemuan tersebut.
Namun demikian, Abraham menegaskan bahwa pernyataan Presiden Prabowo tersebut bukanlah keputusan atau kebijakan resmi pemerintah. Sikap tersebut lebih merupakan undangan untuk berdiskusi secara rasional dan terbuka mengenai masa depan reformasi institusi penegak hukum di Indonesia.
“Ini bukan keputusan politik atau kebijakan negara. Ini adalah sikap terbuka Presiden terhadap diskursus publik dan gagasan-gagasan pembenahan Polri,” tegas Abraham.
Secara konstitusional, Polri saat ini berada langsung di bawah Presiden Republik Indonesia, sebagaimana diatur dalam Undang-Undang Nomor 2 Tahun 2002 tentang Kepolisian Negara Republik Indonesia. Setiap perubahan mendasar terkait struktur kelembagaan Polri tidak hanya memerlukan kajian akademik dan kebijakan yang mendalam, tetapi juga harus melalui proses politik dan legislasi di Dewan Perwakilan Rakyat (DPR).
Wacana reformasi Polri sendiri bukan isu baru. Sejumlah kalangan menilai bahwa pembenahan kepolisian semestinya difokuskan pada penguatan profesionalisme, transparansi, akuntabilitas, serta pemulihan kepercayaan publik. Isu penegakan hukum yang berkeadilan, penanganan pelanggaran etik, hingga netralitas aparat kerap menjadi sorotan masyarakat sipil.
Di sisi lain, pimpinan Polri dalam berbagai kesempatan sebelumnya juga menegaskan pentingnya menjaga stabilitas dan independensi institusi kepolisian agar dapat menjalankan fungsi penegakan hukum secara optimal tanpa intervensi politik.
Pernyataan Abraham Samad mengenai sikap Presiden Prabowo ini kembali memantik diskusi luas di ruang publik mengenai arah reformasi kepolisian di era pemerintahan baru. Apakah reformasi akan ditempuh melalui perubahan struktural, ataukah melalui penguatan sistem pengawasan dan budaya profesionalisme, masih menjadi perdebatan yang terus berkembang.
